Generate fees with fees ♾

We currently use Synth swaps to convert BTC and ETH fees into 3crv. Instead, we want to use our crypto swaps, and here is the vote for that: dao.curve.fi/vote/ownership… The old way still stays available for scripts to use. Also this uses fees for EUR/USD, MIM/UST, CRV pools
